The United States will lower the cumulative tariff rates imposed on Chinese imports to curb the inflow of fentanyl by 10 percentage points, effective November 10, 2025. Additionally, the suspension of high retaliatory tariffs on Chinese imports will be extended until November 10, 2026. (During this suspension period, the current 10% reciprocal tariffs will remain in effect.)
The U.S. will further extend the expiration of certain Section 301 tariff exemptions, originally set to expire on November 29, 2025, to November 10, 2026. Starting November 10, 2025, the U.S. will suspend the interim final rule titled "Expansion of End-User Controls to Include Affiliated Companies of Listed Entities," also known as the 50% rule for export controls, for a period of one year.
Effective November 10, 2025, the U.S. will also suspend for one year the actions taken under the Section 301 investigation targeting "China’s dominance in the maritime, logistics, and shipbuilding sectors."
